Climate Watch Ghana, a non-governmental organization into climate research and advocacy, has come out, in a statement released on Monday, 6th August, 2019 and signed by its executive director, Dr. Bashiru Moro, to commend the Management of the Ghana Meteorological Agency, led by the Acting Director General, Dr. Michael Tanu, the Minister of Communications, Hon. Ursula Owusu-Ekuful and for that matter government for seeing to the amendment of of the Ghana Meteorological Agency establishment act, Act 682, 2004 to provide for a more sustainable and reliable source of funding so as to properly position the Agency to deliver on its mandate.

"We at Climate Watch Ghana wish to commend the Management of the Ghana Meteorological Agency led by the Director-General, Dr. Michael Tanu, and especially the Minister of Communications, Hon. Ursula Owusu-Ekuful and for that matter the Government for seeing to the amendment of the Ghana Meteorological Agency establishment act, Act 682, 2004 to provide for a more reliable and sustainable funding for a critical state institution like GMet.
Indeed, the amendment of the GMet Act has been top of the agenda for almost a decade. However, previous governments did not take keen interest in the need to provide a reliable source of funds for the Agency so as to deliver its constitutional mandate, despite countless calls and advocacy by Climate Watch Ghana.
As a Climate advocacy group, It is our considered opinion that the Ghana Meteorological Agency, as an essential service provider, responsible for the provision of climate and weather information for the safety of lives and properties, needed to be properly resourced in view of its critical role in disaster management and prevention.
The Agency is also enjoined by the World Meteorological Organization (WMO) and the International Civil Aviation Authority (ICAO) as per the Chicago Convention of 1944 which Ghana ratified on 9th May, 1957 to provide Aeronautical Services to Ghana’s airports to ensure the safety of flights across Ghana's Airspace.
It is in this regard that Climate Watch Ghana supported the Ghana Meteorological Agency to call for the amendment of the GMet Act to set aside portions of revenue received by the Ghana Civil Aviation Authority and the Ghana Airport Company Limited to support the Ghana Meteorological Agency, especially after years of difficulty in implementing an MoU between the Ghana Meteorological Agency on one side Ghana Civil Aviation Authority and the Ghana Airport Company Limited on another side.
Nigeria and Tanzania have similarly defined the specific charges to be collected by their Meteorological agencies as per their legal Acts in respect of the services provided to the Aviation industry in their country. Therefore this action by the government is in line with the World Meteorological Organizations statutes on cost recovery.
It is our anticipated belief that with this level of resources, we will see a more efficient and proactive Ghana Meteorological Agency."
